§ 4. Preliminary plan.

    Whenever any person desires to subdivide land he shall submit a minimum of eight full size and 15 8½ × 14 copies of the preliminary sketch plan conforming to the requirements of Section 3 to the commission before submission of the final plat.

    4.2

    The preliminary plan shall:

    a.

    Show the location of present property lines, alleys, railroad rights-of-way, and recorded easement, streets, buildings, structures, watercourses, tree masses and other existing features within the area to be subdivided and similar information regarding existing conditions of land immediately adjacent and recorded easement thereto, including flood-prone areas, cemeteries and burial grounds;

    b.

    Show the proposed location, grade and width of streets, alleys, which shall all comply with city's street specifications, proposed street names, rights-of-way, easements, and building setback lines. Street names shall not duplicate existing street names nor be similar enough to cause confusion;

    c.

    Show existing sanitary and storm sewers, lagoons, water mains, culverts, and other underground structures within the tract or immediately adjacent thereto. The location and size of the nearest water main and sewer or outlet area to be indicated in a general way upon the plat;

    d.

    Show the title under which the proposed subdivision is to be recorded and the name of the subdivider platting the tract;

    e.

    Show the names and adjoining boundaries of all adjoining subdivisions and the names of recorded owners of adjoining parcels of unsubdivided land and a vicinity map showing the location of the proposed subdivision;

    f.

    Show contours with intervals sufficient to determine the character and topography of the land to be subdivided, but in no case shall the intervals be more than five feet. The elevations of contours and features of topography as well as existing or planned infrastructure shall be based on the mean sea level datum benchmarks as established by the U.S. coast and geodetic survey or the U.S. Geological Survey;

    g.

    Show North Point, scale and date;

    h.

    Show proposed storm drainage facilities and structures, as required in appendix E of the General Codes of the City of Boonville;

    i.

    Show the general location, size and type of proposed waterlines, hydrants, sanitary sewer lines, and streetlights;

    j.

    Proposed location, dimension and use of all lots including designation for parks, churches, schools and other special uses of land or features;

    k.

    Include the comments of all affected utility companies and municipal utility departments regarding the proposed plat. Include a note identifying which utilities are currently located above ground; and

    l.

    Include a certificate proving ownership of the entire tract, and a statement signed by all the owners and lien holders acknowledging that the tract is being subdivided with their approval.

    4.3

    After the commission has approved the preliminary plan it shall be submitted to the city council for its approval or disapproval. Approval of the preliminary plan by the city council does not constitute an acceptance or approval of the subdivision plat. One copy of the approved plan, signed by the mayor, shall be retained in the office of the city clerk. One signed copy will be given to the subdivider.
