§ 14-6. Discharging firearms; sale of certain firearms.

  • (a)

    No person shall fire off or discharge any firearm or any cap gun, spring gun or air gun, or throw any rock, pebble or other hard substance by hand or by means of a sling, crossbow, rubber band or bow, or by any other means except as provided in subsections (c) and (d) hereof.

    (b)

    No person shall sell, give away or other wise dispose of or use any toy pistol or toy firearm that may be loaded with a ball or other substance or which may be discharged by means of a percussion cap or other cap or fuse. This section does not prohibit the discharge of firearms in official celebrations by the state militia on parade days, or by any detachment of the United States Army or other lawful military organization, when done by command of the proper officer.

    (c)

    All skeet, trap, and rifle shooting, and shooting matches, contests or exhibitions, in which either shotguns, rifles or handguns are used, held during daylight hours or under lights at night, sponsored or conducted by clubs or organizations in the city are exempt from the provisions of subsection (a), provided the same are held under the supervision and control of the authorized official of said club or organization in charge of such shooting, and under the safety rules and requirements prescribed either by the National Skeet Association, or the National Trap Shooters Association, or the National Rifle Association, or the National Pistol Association, or under such safety rules and requirements as shall be prescribed by the chief of police.

    (d)

    Bow and arrow hunting, for deer only, will be permitted during specified days and times, to be determined by the State of Missouri Department of Conservation's regulations for the same throughout the state. All hunters must comply with state laws regarding bow and arrow hunting for deer.

    (e)

    At no time shall any hunter, as specified in subsection (d), enter upon city owned property for this purpose except with the express written permission of the city, nor shall any hunter, as specified in subsection (d), enter upon privately owned property without permission of the owner.
