§ 18-8. Reserve force.

  • (a)

    Generally. There is hereby established a reserve police force to serve under the direction, supervision and control of the chief of police. The city council upon recommendation of the chief of police shall determine the number of special police officers who shall comprise the special police force. This number may be increased or reduced to conform to the needs of the city; provided, however, the mayor upon recommendation of the chief of police shall have authority to increase the size of such force in case of riot, civil commotion, disorder, disaster or other emergencies, by appointment on a temporary basis of additional reserve policemen from the list of eligibles to be maintained by the chief of police.

    (b)

    Qualifications and appointment. Members of the reserve police force shall have the same qualifications, be selected from the list of eligibles, and be appointed in the same manner as regular policemen.

    (c)

    Powers. Members of the reserve police force on duty shall possess all powers of a regular policeman.

    (d)

    Duties. A member of the reserve police force shall be on duty only when such person is assigned to duty by the chief of police to supplement the regular police force as needed, and to fill in for regular policemen who are ill, on vacations or absent from duty, and to assist in case of emergency.

    (e)

    Uniform and badge. While on duty the members of the reserve police force shall wear such uniform and badge as shall be prescribed by the rules governing such force to be determined by the merit board upon recommendation of the chief of police.
