It shall be a misdemeanor for any person or persons to tamper with any water main,
water meter, or other part of the city's waterworks or to make any connection to said
system without written permission from the city, or to reconnect service when service
has been discontinued for nonpayment of a bill for service until such bill, including
all disconnection and reconnection charges have been paid in full. Upon conviction,
there shall be imposed a fine of not less than $50.00 nor more than $500.00.
