The superintendent of public works shall have the right and duty to inspect water
meters and all other fixtures and appliances for the use of water, whenever deemed
necessary by him or the board of public works so to do, for the purpose of regulating
such use, keeping an account thereof, and preventing waste, leakage or other violations
of the provisions of this chapter, and for such purpose water consumers shall allow
the superintendent access to their premises at reasonable times and intervals, and
for refusal to allow such access, upon order of the board of public works, the water
supply may be cut off and withheld from any person so refusing.
