§ 21-29. Protection of meters and property.

The property owner shall be liable to the city for loss or damage caused by coldness or heat to any property of the waterworks and located on the premises of such property owner; the consumer shall be liable to the city for any other loss or damage to the property of the waterworks located on such premises, and caused by or arising out of carelessness, negligence, or misuse by the consumer or by any other person; if such loss or damage is caused by or solely due to negligent or faulty installation on the part of city employees, neither the property owner nor the consumer shall be liable for such loss or damage.
