§ 5-9. Adoption of insulation standards.

  • (a)

    The city council hereby adopts the following minimum standards for insulation in all new residential and all other new heated buildings. The "R" values referred to are thermal resistance values, as calculated by the National Mineral Wool Insulation Association:

    Minimum insulation requirements:

    (1)

    Ceilings: R-19.

    (2)

    Walls: R-11 for frame wall construction; R-5 for masonry wall construction.

    (3)

    Floors: R-7 for wood or steel-frame floors over unheated basements, garages, or crawl spaces. R-5 for concrete slab on grade, the insulation shall isolate the slab from the exterior wall and extend a minimum of two feet inside the exterior wall or grade beam.

    (b)

    The building inspector shall enforce this section.

    (c)

    Any person convicted of any violation of any of the provisions of this section shall be deemed guilty of a misdemeanor and, upon conviction, shall be punished by a fine of not more than $100.00.
