§ 18-3. Personnel generally.

The police department shall have a chief of police, an assistant chief of police, a captain, a lieutenant, plus other police officers who shall be regular police officers, and such number of police radio operators as the city council shall, by motion, determine. The police radio operators shall not be police officers. No person shall be granted full tenure as a regular police officer until he/she shall have satisfactorily completed a probationary one-year period in the grade of recruit police officer. The salary of the personnel of the police department shall be established from time to time by ordinance.
