§ 21-165. Temporary and small quantity users.

Water used by persons desiring small quantities of water, or water service for a short time only, and water used by contractors for public or private work shall pass through a meter, to be installed and removed at the expense of the person using such water, and shall be charged for at the regular rates; except that no charge shall be made to contractors or other persons for water used in the construction of dwelling houses within the city, and water used for such purpose need not pass through a meter.
